Cooperation relations between Azerbaijan and Slovakia customs authorities develop


Corresponding to the political course of the builder of the modern Azerbaijan state, our national leader Heydar Aliyev, as a result of successfully being continued internal and external policy by our honourable President Mr Ilham Aliyev the authority of the Republic of Azerbaijan in the international arena increases and becomes stronger year after year. The Republic of Azerbaijan creates relations with some countries of the world and these relations develop. The Republic of Azerbaijan closely cooperates with other countries in all spheres of economy in the expanding period of the international economic - trade, cultural and scientific-technical relations. In its turn Azerbaijan customs service considers its priority duty expansion of relations with customs services of some countries in future as well and takes practical steps. On June 26-28 111/112 sessions of the Customs Cooperation Council of the World Customs Organization were held in Brussels city of Belgian Kingdom. In the being held period of this session, on June 27 in Brussels city the Agreement on the cooperation for customs matters and mutual assistance was signed between the Government of the Republic of Azerbaijan and the Government of the Republic of Slovakia. This document serves for the creation of the legal-agreement basis between Azerbaijan and Slovakia in the customs sphere and corresponding to the theses of the Frame Standards on the International Trade Security and Facilitation of the State Customs Organization implements duties standing in front of them. Thus, in the signed document customs services of both countries considering the Recommendations about the Mutual Administrative Assistance of the Customs Cooperation Council, Conventions on drugs and psychotropic substances of the United Nations Organization came to an agreement on strengthening of the cooperation in the prevention of customs violation and prevention of illegal drugs, psychotropic substances and their precursors trafficking, implementing an investigation and liquidation. According to the Agreement about cooperation and mutual assistance for customs matters between the Government of the Republic of Azerbaijan and the Government of the Republic of Slovakia parties will render mutual aid in holding measures for facilitation and speeding of passengers movement and commodity trafficking corresponding to theses of this Agreement. At the same time parties, also render mutual aid for prevention of violation of the customs legislation, investigation and struggle. Customs authorities providing each other with corresponding information about ilegal transportation of drugs, psychotropic substances and their percursors, weapons, supplies, explosive substances, works of art having important historical, cultural or archeological value for one of the parties coming an agreement, ancient objects, commodities concerning high customs duties, tax and payments, sensible and strategical commodities moving out from commitments about subjected to a special control corresponding to international conventions joining both parties and polysided contracts, poisning commodities or substances having harm for environment or for public health will jointly collaborate in prevention beforehand of being created dangers. Customs authorities of parties coming an agreement by their initiative or on a basis of an interrogation will introduce information about persons, commodities, means of transport, containers, new methods, methods, places known or creating doubt used in the violation of the customs legislation. Considering mutual aid on customs matters being rational by close cooperation way between customs offices of countries, this Agreement will create legal ground for the mutual activity in the above mentioned sphere between customs authorities of both parties. The mutual aid between parties in customs matters will be rendered corresponding to theses of their national legislation and existing opportunities frame. With the object of prevention of inflicting damage upon economic and trade interests of corresponding countries, aid and information exchange, giving interrogations, their forms and content delivery of documents are considered in the Agreement. According to this Agreement authoritative customs authorities in cases assuming mutual interest in the customs activity sphere and with the object of familiarizing with used technical means by authoritative customs authorities will carry out training and experience information on improvement of technical skills concering customs matters of employees and experts for customs matters and customs cynological service. Generally, for the implementation of the Agreement the authoritative organs the Customs Directorship of the Republic of Slovakia and the State Customs Committee of the Republic of Azerbaijan consider directly getting into contact and holding consultations and in its turn it involves in solution of moved out problems or questions on a basis of a mutual agreement. Thus, signing of this Agreement will create opportunity for expansion of attitudes and relations between customs authorities of both countries.
